India called out troops to quell rioting in the western city of Ahmadabad that was triggered by the Gujarat state government’s announcement of a proposed increase in job and university quotas for impoverished classes and castes. At least seven people were reported to have been killed and 40 injured. Student protests in Gujarat turned violent during a general strike against the proposed reforms.
