Senate Republicans abruptly postponed until after the Easter recess a scheduled vote on the reappointment of Donald J. Devine to head the nation’s Civil Service system after a committee head count showed that Devine apparently would have been defeated. The GOP controls the Governmental Affairs Committee, seven to six, but Democrats apparently are solidly opposed to Devine, and Sen. Dave Durenberger (R-Minn.) was absent.
