San Diego City Manager Ray Blair, under fire from the city’s police union, announced his resignation but gave no specific explanation. Blair, 59, has been in charge of daily operations of the nation’s eighth-largest city since 1978. He suffered a near-fatal aneurysm--a ruptured blood vessel in the brain--in April, 1984, while driving home from work. The executive board of the city Police Officers Assn. reportedly voted unanimously at its last meeting to push for Blair’s resignation. The police have been critical of Blair’s response to their safety concerns. Three San Diego officers have been killed and two seriously wounded in the line of duty since last September.
