A third round of talks on preventing a repetition of the 1983 downing of a South Korean jetliner has been concluded by the United States, Japan and the Soviet Union in Moscow, a State Department spokeswoman said. The talks were prompted by the shooting down of a Korean 747 by a Soviet fighter plane Sept. 1, 1983, killing all 269 people aboard.
