The Justice Department filed suit challenging Texas’ right to conduct a special election for the 1st Congressional District seat without receiving clearance under the 1965 Voting Rights Act. The suit, filed in U.S. District Court in San Antonio, seeks to force the state to submit plans for the Aug. 3 election to the Justice Department’s Civil Rights Division. Republican Edd Hargett, who led an eight-candidate field in the first election on June 29, is pitted against Democrat Jim Chapman in the runoff for the East Texas seat.
