Newport Beach : Final Vote on Proposed Curfew Set for Tonight

The proposed 11 p.m. curfew ordinance for minors, tentatively adopted July 8, will be back for a final reading and vote by the City Council tonight.

The plan requires a final vote because, although it was adopted as an emergency ordinance July 8, meaning that it went into effect immediately, the time that the curfew begins was changed from 10 to 11 p.m.

“When they make a substantial change in an ordinance, it has to come back for a second reading,” City Atty. Robert Burnham said. “What they are doing is just a formality.”

The amended permanent ordinance, if approved, would be effective Aug. 22.

When the amended ordinance becomes law, Burnham said, the emergency ordinance will be dropped from the books.

There was early speculation that the new law would spark clashes between youths and police on Balboa Peninsula.

But no arrests were made either July 12 or 13, the first weekend of the curfew, nor Friday or Saturday nights, its second weekend, police said.
