City Councilman-elect Richard Alatorre, who will be sworn in today as Los Angeles’ lone Latino council member, questioned the motivation behind a Justice Department lawsuit that claims a city reapportionment plan was racially biased against Latinos. “Certainly, this Justice Department hasn’t been a friend of minorities . . . or a friend of affirmative action,” said Alatorre, who added that he could not comment on the validity of the department’s lawsuit. In seeking to void the city’s redistricting plan, the federal government claims the city diluted the impact of Latinos by scattering them over a number of council districts. Alatorre was named to head a council committee that will review the city’s 1982 reapportionment plan.
