Governor Issued a proclamation designating today as a “Day of Remembrance” of the World War II order that resulted in the internment of 112,000 American citizens of Japanese ancestry. The governor called upon all Californians to reflect upon this “tragic action.” Will speak at a California Elected Women’s Assn. for Education and Research luncheon in Sacramento today. Will attend the National Governor’s Conference in Washington, D.C., this weekend. Assembly Bills Introduced: Saturday Court Sessions: AB 3235 by Assemblyman Jim Costa (D-Fresno) would authorize county boards of supervisors to order municipal and justice courts to hold Saturday sessions to help handle case backlogs. Coastal Museum: AB 3189 by Assemblywoman Gwen Moore (D-Los Angeles) would establish a California Coastal Museum and Marine Observatory in Los Angeles, probably at Venice Pier, to be operated by the Coastal Commission and the state Department of Education. Prison Life Training: AB 3227 by Assemblyman Tom Bates (D-Oakland) would require all state prison inmates to receive basic training in skills needed for successful reentry into society prior to their release from custody. Senate Bills Introduced: AIDS: SB 1928 by Sen. Diane Watson (D-Los Angeles) would require the state to collect information from county health officers on the number of persons in each county who have been diagnosed as having AIDS-like symptoms who may, or may not, later develop the disease. Offshore Oil Spills: SB 1925 by Sen. Gary K. Hart (D-Santa Barbara) would require the Coastal Commission to regularly inspect equipment and facilities used to contain oil spills, review cleanup crew training sessions, and check on emergency plans and procedures. Offshore Oil Drilling: SB 1921 by Sen. Hart would require the governor to keep local governments informed on federal offshore oil drilling proposals and establish a local governmental advisory committee to advise the governor. Deukmejian vetoed a similar bill last year.
