War on Prostitution
As prostitution appears to be a fact of life, and a countywide problem, regrettable as it is, wouldn’t it be cheaper to grant county Health Department inspections to houses where the poor Johns and their pathetic prostitutes could gather under conditions as sanitary as possible? It would eliminate some of the pimps and some of the dope traffic. The rest would be less blatant and less comfortable.
In view of the AIDS threat, this seems a better solution to an age-old problem. That is, until humans can shed their feet of clay better than they have so far.
It would be definitely cheaper and more humane than bigger jails.
