TURNOVER IN THE CHIEFS’ OFFICES

Profiles of five Orange County police chiefs who stepped down in 1987:

Donald Saviers, 51, Westminster Police Chief since 1985, took early retirement effective Jan. 29, citing offer from city that gives him two extra years’ salary on top of retirement. Plans “to go fishing” and otherwise take it easy.

Jimmie D. Kennedy, 53, is taking early retirement, effective Thursday, as chief in Anaheim after 30 years on the force, the last five as chief. He plans to do paid consulting work for the department after his retirement.

Earle Robitaille, 55, retired in February as chief in Huntington Beach. A 30-year veteran of the Huntington Beach force, he had been its chief since 1969. Robitaille has indicated that he will work as a part-time consultant while retired.

Stacy T. Picascia, 43, resigned in June as chief in Seal Beach, citing job-related stress. At the time of his resignation, Picascia, a lawyer, was president of the Orange County Police Chiefs Assn. He has indicated he might seek a judgeship.

Raymond C. Davis, 53, retired in April as chief in Santa Ana. Nationally recognized for his innovative programs, Davis had been Santa Ana chief for 14 years. Aides said his plans were to go into private law enforcement consulting.
