Phillips Petroleum Co. has announced that it will build a smaller version of the polyethylene plant that was destroyed last month by a series of explosions.

Twenty-three people died in the Oct. 23 explosion, including four whose bodies have not been recovered. About 240 people were left without jobs. Phillips said the new plant will employ about 80 people.
