From Times staff and Wire reports

Departing from the Bush Administration’s cautious stance on China, a State Department report accuses China of pervasive, severe human rights violations in Tibet, Beijing and other parts of the country, the New York Times said. The report says the massacre in Tian An Men Square last June and the subsequent crackdown on independent political activity violates almost every internationally recognized human right. The State Department report is scheduled for publication Feb. 21.
