Martin Rubin has been elected chairman of Parsons Brinkeroff Inc., one of the world’s largest transportation engineering firms. Although the company is headquartered in New York, Rubin will remain in Los Angeles and continue to serve as program director of the Engineering and Management Consultant joint venture on the Los Angeles County Metro Rail System Project.
