From Times Staff and Wire Reports

Another winter storm gripped the East Coast, spawning a tornado in Georgia and spreading sleet and snow across the Northeast. Up to a foot of snow was forecast for the outskirts of New York City to western Pennsylvania up to Maine, with the precipitation turning to freezing rain along the Eastern Seaboard, said meteorologists for Weather Services Corp. in Lexington, Mass. Meanwhile, remnants of the earlier storm system dumped several inches of snow across the Midwest, turning roads icy and snarling traffic in Chicago.
