* Robin Cohen Westmiller, owner of Paper Depot in Thousand Oaks, has been installed as president of the Business and Professional Women of the Conejo Valley. Westmiller has been a BPW member since 1984, belonging first to the group’s Glendale chapter.

* Russ Charvonia, a financial advisor with the Oxnard office of American Express Financial Advisors, has been named a “master advisor.” To be awarded this designation, Charvonia established himself in the top echelon of the company’s field force and exceeded stringent financial planning and client service requirements.

He has been a financial consultant since 1980.

* Denise Johnson has been promoted to operations manager of The Maids, a residential cleaning franchise serving the Simi and Conejo valleys. She will be responsible for hiring and training team members, scheduling, customer service and quality assurance. She most recently was quality assurance supervisor with The Maids.

* The Santa Barbara law firm of Hatch & Parent has opened a satellite office in Oxnard with the hiring of Josef D. Houska as an associate attorney. He will work primarily in the areas of business, estate planning, tax, real estate and labor law.

Houska was already practicing law in Oxnard.

* Alberto Perez has been named vice president of Cyberspace Public Relations of Camarillo. His responsibilities will include opening a branch office and serving as the direct contact for East Coast clients and media contacts.

Perez has more than a decade of experience in international commerce, and has designed and produced international telecommunications and high-tech conferences.

* Dr. Michael Siegel was named acting chief medical officer of Woodland Hills-based Health Net, California’s second-largest health maintenance organization.

Previously, Siegel was Health Net’s vice president of medical affairs for Southern California. He has also worked as a pediatrician and cancer specialist.

He replaces Dr. William Popik, who left to pursue other career opportunities, the company said. A final appointment is pending.

* Larry R. Kloman has been named vice president for sales and marketing at Voice Powered Technology International Inc.

Previously, Kloman had been vice president of sales and marketing at Phone-Mate.

Voice Powered Technology International, based in Sherman Oaks, sells various voice recognition consumer electronic products.

* Michael Pfaff has been named executive director of the Glendale Memorial Health Foundation as well as vice president of fund development for Glendale Memorial Hospital and Health Center.

Pfaff previously has been chief executive of the Los Angeles Orthopaedic Foundation and has held various posts with the United Way in Los Angeles and San Francisco.

* Steve Soelberg has been appointed vice president of American West Bank’s new real estate division.

Soelberg has worked as Planning Commission chairman for the city of Agoura Hills. He also worked for the Bank of America and Union Bank.
