TIMES WIRE REPORTS

A Maryland lawmaker has apologized for using a police boat and helicopter to create a diversion so he could surprise his girlfriend with a marriage proposal.

Baltimore Police Commissioner Frederick H. Bealefeld III said that Delegate Jon S. Cardin also had offered to pay expenses, but that officials did not know yet how much Cardin’s proposal cost the department.

Cardin, a Democrat, said on his website that he had marine police search the boat he and his girlfriend were on. He says he popped the question during the “fuss” Aug. 7 in Baltimore’s Inner Harbor.

The department’s helicopter also flew overhead.
