Plants are growing in run-off basins

I am not sure if I should applaud Glendale city authorities for keeping La Crescenta so very green or criticize them for allowing plants to grow in street water run-off catch basins.

I submit a photo taken of a catch basin on the southbound side of Pennsylvania, taken from the intersection of Pennsylvania and Foothill Boulevard.
