Confused by gun show ban

There are a couple of things that seem confusing about the city’s ban of gun shows on public property.

First, how does the city just “cancel” a two-party contract? Second, how do they plan to replace the $60k or so in revenue? Let’s hope they don’t raise the electric rates and pilfer the money from there.
