Kay was a first generation Angeleno, born in Los Angeles in 1908. In 1910 her family moved to Glendale, where she attended Cerritos School and Glendale Union High School. She chaired the Finance Committee and the Garden Tour Committee for the former Pasadena Girl Scout Council (today known as the Mt. Wilson Vista Council). She also served in various capacities for the La Cañada Community Chest and the La Cañada Youth Council.

After moving back to Glendale, Kay served as treasurer of her condominium association for over 20 years and as an elder at Grandview Presbyterian Church. Her leisure activities included two decades-long bridge clubs and the La Cañada Thursday Club.
