Why are power lines not underground?

Why were residents forced to pay tens of millions of dollars to bury unneeded sewer lines as deep as 35 feet, while Southern California Edison power lines remain atop ugly cross-bar poles, susceptible to wind damage that causes lengthy and dangerous outages? This could have been avoided if the power lines were buried just a few feet underground.
