Yes:

Burbank School Board 1995 - I won.
Burbank City Council 2013 - I lost.

Why are you running?

I am running because:

1. I never went into the military. This is an opportunity to serve my City and my Country.

2. When I served on the School Board, I brought new ideas to the table, some of which are still being used today (e.g. the 5 Star Coalition). I want to bring that same thought process to the City Council. I think outside the box, work hard with my fellow panel members and establish programs for the general benefit of the community both short and long term.

What is the most important issue facing the city?

There are actually several:

We need to generate more revenues through business growth and retention.

We need to address the codes in our building permits to control mansionization.

We need to find creative ways to mitigate traffic concerns and keep cross-through traffic out of the neighborhoods.

Name a recent issue or policy the current City Council has decided that you agree with. Why?

Increase budget for street repair - the residents I have spoken to want their streets fixed.

The monies set aside for our unfunded liability - it will reduce our overall payment by several hundred thousand dollars.

Name a recent issue or policy the current City Council has decided that you disagree with. Why?

I disagree with accepting grants that have backside charges that require monies be take from the general fund.

I don’t think developments should be approved that are not in compliance with the City Ordinances that are in place.

What is the best thing about how the current city government is run?

Our police, fire and Parks and Recreation are exemplary services that keep our residents safe and offer outstanding programs to individuals and families.

What is the worst thing about how the current city government is run?

The building permit process needs to have better controls and business permits need to be streamlined.

Is the city doing enough to be transparent about its negotiations with the airport regarding the replacement terminal and/or the so-called “opportunity site?” What, if anything, could be done better?

The airport terminal replacement/relocation is under the purview of the Airport Authority and the FAA. A new terminal will be decided entirely by a vote of the citizens of Burbank.

The voters will need to know that the terminal is the only issue to vote on NOT the 58 acres.

The opportunity site development will be reviewed by council, staff and residents and will be addressed on a project-by-project basis.

Communication to residents is paramount to success of both pieces.

When City Manager Mark Scott was hired in 2013, his salary was more than the city managers of Glendale and Pasadena, as well as the mayor of Los Angeles. Has he earned it?

I have no idea why the price tag was so high. Burbank is a desirable place to live and work -- I feel the Council should have offered a lower salary. He would have most likely have accepted.

I feel the Council has done more to micromanage the city manager rather than give him the proper direction.

In light of the legal issues the city has been involved in, including the water transfer suit, is City Attorney Amy Albano providing the council sound legal advice? Why or why not?

I think she handles some issues well. She settled the water transfer suit out of court and did not appeal the Walmart Court ruling which saved us litigation fees.

I would like to see her expand her opinions to give the Council more options, also showing the Council their exposure with each option. So if the Council needs to be more aggressive in a decision they will have more information to draw from.

Like many Burbank residents during the economic downturn, my small business had to close due to circumstances beyond my control. I am grateful everyday that my wife and I have been able to work towards paying off our previous debts, and we’ve even started fresh with a new, growing small business.

That experience gives me true empathy for the Burbank resident or small business owner who may be at risk of losing everything. It also prepared me to be the best City Councilman possible because now I know what financial traps the city should avoid to protect our public services.

When I am elected, I will follow all city policies and ordinances, but I will protect residents and small business owners from anyone who would deal unfairly with them when they’re struggling.

Summary: Nos and his wife Kimberley Nos, filed for bankruptcy protection following the closure of David Nos’ printing business. They listed assets of approximately $506,000 and debts of about $714,000. The assets were listed as the couple’s home and vehicles, while the debt was listed as primarily business-related credit card debt as well as money owed to Xerox.

The Nos filed a reorganization-type bankruptcy, meaning they agreed to pay back a portion of what they owed, and were, in part, allowed to keep their home. In a plan filed with the court on Feb. 1, 2012, the couple agreed to continue their mortgage payments, surrender a motorhome, and asked the court to cancel its contracts and leases with Xerox and Citi Business. In addition, they agreed to pay back $16,488 of their unsecured debt, or about 6.9% of the total, over a five-year period. The court agreed to this plan on Feb. 28, 2012.
