Letter: Does community pay for security guards?

The gate issue for the Burbank Hills Homeowners Assn. has been resolved, and rightfully so.
Many residents in the cul de sac complained of trash, cigarette butts, empty beer cans, condoms, parked cars with lovers in them, etc. What am I missing? Are they not paying security guards, or are they off on the weekends while all this is going on?
