Put an end to recycling theft

Another trash day, and yet another parade of pick-up trucks and shopping carts going up and down our block, emptying the recycling barrels.

I notice the pick-up trucks are newer than the ones that used to come. I believe theft is a crime, and this should be treated as such. I do not put out my recycling barrels until the last second, as this practice every week is helping our streets look more like a third world. The law should be enforced.
