School officials to discuss test scores

With 11 schools and the school district as a whole failing to hit state-mandated benchmarks, officials from Newport-Mesa Unified on Tuesday plan to explain the progress made toward compliance and potential programs to help scores get better.

For two consecutive years, each school hasn’t made enough annual progress to meet standards conforming with the federal No Child Left Behind Act. Each is now required to enter a period of program improvement.

Newport-Mesa officials will explain the No Child Left Behind component of the Elementary and Secondary Education Act, including the ins and outs of program improvement and district data, according to the agenda for the 4 p.m. study session.

“Information will include but not be limited to statistics on our English-language learners, including entrance and exit dates of enrollment; achievement data and progress rates at our schools; innovations and models of programs for possible implementation and estimated costs,” according to the agenda.

Costa Mesa and Estancia high schools, TeWinkle Middle School and Adams, College Park, Rea, Killybrooke, Paularino, Pomona, Whittier and Wilson elementary schools are in program improvement, according to the state Department of Education.

Victoria Elementary School is in danger of going into program improvement for 2012-13, according to the Department of Education.

• During the regular meeting the school board will also reveal the initial proposals for contract negotiations with the Newport-Mesa Federation of Teachers and the local chapter of the California School Employees Assn.

The initial proposal from the teachers’ union calls for maintaining current salary schedules while the classified union — in a joint proposal with the district — states they will “discuss provisions in light of state budget and funding.”

This is the first step in the negotiation process.
