City Council approves Bernard Street development

Bernard Street 113-unit residential development to be constructed
Upholding the Planning Commission’s recommendations, the council approved 5 to 0 two measures that will allow construction of a 7.79-acre, 113-unit housing development project at 421Bernard St., near Triangle Square.
The council approved both an addendum to the project’s environmental impact report and an amendment to the project’s master plan. The development has been in progress since April 2004, and has faced stalls, a tough economy and bad housing climate.
Annual performance audit implemented by city
The council voted 5 to 0 to implement an annual performance audit process for the city, authorizing the allocation of $100,000 from the contingency account to pay for the audit.
At the March 6 meeting, council members approved the concept of a performance audit function and requested a plan from city staff on how the process would work.
Councilman Steve Mensinger brought the issue before the council.
“It’s a tool management can use to objectively look at issues,” he said before the meeting. “Cities sometimes employ an auditor out of crisis. Our approach is more of a prescriptive way, to see in advance how you can do it better with a tool the City Council and the CEO can use together to address our problems.”
Sex offenders prohibited from city parks
Following the lead of the county supervisors and several neighboring cities, the council approved a motion 5 to 0 to adopt a new ordinance that will prevent registered sex offenders from entering the city’s 29 parks and four sports facilities.
The move is similar to one adopted by the Board of Supervisors last April. The Child Safety Zone Ordinance covers a gap in state law, making it a misdemeanor for registered sex offenders to enter county parks frequented by children without written consent from the Orange County Sheriff’s Department.
