Newport city manager to announce new administrators

The dust is settling among Newport Beach’s top city administrators, as City Manager Dave Kiff plans to announce new appointments Tuesday.

Public Works Director Steve Badum is filling the assistant city manager position vacated by Dana Smith in July. Dave Webb, deputy director of public works, is taking Badum’s spot.

Deputy Finance Director Dan Matusiewicz has assumed the role of finance director, which was vacated by Tracy McCraner in July. Both McCraner and Smith left for positions in San Diego.

Human Resources Director Terri Cassidy will assume more responsibilities as the deputy city manager, if the City Council approves her new position.

Cassidy would continue directing the Human Resources Department. Kiff can appoint people for the other existing positions, while the new position needs council approval.

Steve Badum, assistant city manager

What positions have you held at the city?

Senior civil engineer, 1988 to 1995; public works director, 2001 to 2012

Where else have you worked?

Project manager, engineer, RBF Consulting, 1984 to 1988

Director of public works, city engineer, city of Seal Beach, 1995 to 2001

What are some of your goals?

•Successfully deliver a completed Civic Center with our first City Council meeting scheduled in our new Council Chambers on Dec. 11

•Refinement of our city facilities plan, focusing on cost-effective replacements, consolidations for efficiency, sustainability and maintenance

•Working with various city departments to continue the city’s management vision of “faster, smarter, smaller”

•Assist the city manager as needed, taking on special projects and helping with the day-to-day issues

Terri Cassidy, deputy city manager, human resources director

What positions have you held at the city?

Human resources director, 2009 to now

Where else have you worked?

I was the human relations manager in Costa Mesa from 2004 to 2009, but I worked closely with Newport Beach human relations since 2004. I have more than 25 years’ experience in public sector human relations, risk management, labor relations, training and development, and employment law, all in public sector agencies in Southern California. Those agencies include: El Cajon; Capistrano Unified School District, as deputy superintendent from 1991 to 2000; and at Mesa Consolidated Water District.

What are some of your goals?

I hope to assume some of former Assistant City Manager Dana Smith’s role in creating sound organizational structures: a classification-compensation study in progress; improving our employee performance evaluation system; positively resolving labor relations issues; and establishing succession plans for our city. Also, I will take on any special projects as assigned by Dave Kiff or the City Council.

What positions have you held at the city?

Accounting manager, 1992 to 2000; finance officer, 2000 to 2010; deputy finance director, 2010 to now

Where else have you worked?

Prior to employment with the city, I worked for a local CPA firm auditing local governments.

What are some of your goals?

•More fully develop performance measurement efforts by incorporating them into the management decision and budget processes

•Improve the city’s long-term financial planning efforts and integrate them into an overall strategic planning process

•Continuously evaluate opportunities to improve business processes and make better use of technology to achieve greater cost and or service delivery efficiencies

Dave Webb, public works director

What positions have you held at the city?

Deputy director of public works, city engineer, 2007 to now

Where else have you worked?

Before Newport Beach, I was with the city of Huntington Beach for 16 years as city engineer, and working as an engineering consultant for many years prior to that.

What are some of your goals?

•See that several key important projects, including Sunset Ridge Park, Marina Park and a couple of neighborhood revitalization projects, get constructed on schedule

•Complete the citywide traffic signal modernization project

•Other items on the horizon: several water quality items; various bicycle lane and transition modifications; and Balboa Island seawall rehabilitation.

•In the very short term, I need to fill several key vacant positions, as well as have the department make a smooth transition to the new Civic Center facility.
