Padilla ruling in line with Schiff bill

GLENDALE -- A federal appeals court ruling Thursday on the

detainment of alleged enemy combatant Jose Padilla is consistent with

a bill introduced by Rep. Adam Schiff (D-Glendale), which requires

congressional oversight of the detention of U.S. citizens suspected

of engaging in terrorist activities.

A three-judge panel of the 2nd Circuit U.S. Court of Appeals ruled

that the detention of Padilla was unconstitutional because federal

law-enforcement authorities could not deem him an enemy combatant

without authorization from Congress.

Schiff’s legislation also requires that detainees have access to a

lawyer and due process.

Schiff said he will renew his call for Congress to pass his bill,

given the court’s ruling.

GUSD applies for MADD grant funds

GLENDALE -- The Glendale Unified School District will apply for a

$4,000 grant to support a Youth in Action program for local high

school students.

Mothers Against Drunk Driving provides the grant funds. The Youth

in Action program attempts to prevent underage drinking through

community-based projects.

The district’s Teenage Alcohol Curtailment Team program, which

works to provide local students with healthy alternative activities

to drinking, will administer the Youth in Action program, according

to district reports.

Pet vaccination clinics held Sunday

LA CRESCENTA -- Pet owners can purchase low-cost vaccinations for

their cats or dogs Sunday at two La Crescenta locations.

As part of its ongoing agreement with L.A. County’s Parks and

Recreation Department, C&J; Vaccinations will offer two clinics. The

first is from 10 a.m. to noon at Two Strike Park, 5107 Rosemont

Ave., and the other from 1 to 2:30 p.m. at Crescenta Valley Regional

Park, 3901 Dunsmore Ave.

Dog vaccinations for rabies are $6, and distemper shots are $9.

Other common vaccinations are also available, and will be

administered by state-licensed veterinarians.

GUSD adds to expulsion panel

NORTHEAST GLENDALE -- The Glendale Unified School District school

board voted to add three assistant principals to its administrative

panel for expulsion hearings.

Carmen Gonzalez, an assistant principal at Daily High School,

Tammie Hollis-Jackson, an assistant principal at Hoover High School,

and Charlotte Sassounian, an assistant principal at Glendale High

School, were recently added to the district’s panel for expulsion

hearings by the board.

District officials require that all secondary school site

administrators and district office administrators serve on the panel,

which determines whether students will be expelled from school.

The board updates the panel annually. Two to three administrators,

plus one student services employee, sit on each expulsion hearing

panel, officials said. Administrators do not serve on expulsion

panels for students who attend that administrator’s school, officials

said.
