Man surrenders to police after standoff

A man who held Glendale Police at bay during a daylong standoff near

Brand Park surrendered without incident late Wednesday night.

Police took Richard Foster, 45, into custody Wednesday on

suspicion of violating a restraining order, having an outstanding

arrest warrant for allegedly making annoying phone calls and making

domestic terrorist threats after Foster had barricaded himself at his

ex-wife’s home in the 1600 block of Grandview Avenue early Wednesday

morning, Glendale Police Department and adjutant to the police chief

Sgt. Tom Lorenz said.

It was unclear Wednesday night if anyone other than Foster was in

the home, Lorenz said. Lorenz said the ex-wife -- who had a

restraining order against Foster -- and at least two other people

were able to leave the home without incident when police arrived at

6:45 p.m.

The Glendale Police Department’s SWAT and hostage negotiating

teams were called to the scene Wednesday, Lorenz said.

The woman’s name was not known, Lorenz said. Witnesses told police

Foster had a handgun in his waistband, Lorenz said.

Residents around the home were evacuated, and police cordoned off

Grandview between Bel Air Drive and Mountain Street. Police also

blocked off Cumberland Road between Grandview and Highland avenues.

Lorenz said police had an arrest warrant out against Foster for

allegedly making annoying phone calls. Foster has in the past been

arrested by the Glendale Police Department on suspicion of drug

charges, resisting arrest and vandalism, Lorenz said.
