Four Glendale police officers were promoted Tuesday afternoon to higher-ranking positions within the department.

Lt. Carl Povilaitis was promoted to captain, taking over a spot held by retiring Capt. Lief Nicolaisen. Povilaitis oversaw the department’s traffic and special operations bureau, including the development of an internal program that allows police to track crime trends in an effort to respond faster to community issues.

Sgt. Todd Anderson also moved up to the rank of lieutenant. He oversaw the department’s Special Enforcement Detail.

Anderson received the Chief’s Award of Excellence in 2009 for his role in initially pursuing a murder suspect who had shot at him.

Officer Robert Rosas was promoted to sergeant. He had been working with the Special Enforcement Detail.

He received a Glendale Masons’ Distinguished Service Award in 2007.

Det. Patrick Magtoto also moved to the rank of sergeant.

At one point, he was a training officer. Magtoto later became an investigator in the department’s Financial Crimes Unit, where he looked into identity theft and embezzlement.
