Council should have permitted survey

I am mystified why a majority of the City Council voted against taking a community survey to determine whether residents of the city would be in favor of a special parcel tax to fund library services. s

Just what is wrong about taking a survey to determine if such a tax would be supported (“Council rejects parcel tax idea,” Nov. 20)?

Councilman Rafi Manoukian is quoted as saying “increasing fees and taxes...I just think it’s the wrong approach.”

This proposal would not have increased taxes. The final say as to whether such a tax would be levied would be up to residents themselves.

I would expect that the next time library services are threatened with a cutback due to a lack of funds, that council members who voted against the proposed survey will be among those vigorously opposing such a cutback.
