Interpretation of charter was way off

The antics by the city attorney, Michael Garcia, Councilman Ara Najarian and others last Tuesday while discussing the discovery of documents allowing them to interpret the intent of the 1941 city charter changes was near slapstick comedy.

But if we read the actual documents, it is not funny. There was not an ounce of truth in their remarks. Ridicule is too good for them.
