Why did the city need to go outside for a search to replace the police chief?

It seems as if we had plenty on staff to choose from with years of city experience. I am disappointed that we always need to go outside our city limits in every cause and decision.

Who is really running the city, chipmunks? I’m tired of hearing all the runarounds they do.
