Lobster season opening nets many citations

Law enforcement officers from Laguna Beach and a State Fish and Game Warden patrolled city beaches during the opening night of lobster season, Sept. 27, City Manager Ken Frank stated in his Oct. 3 weekly update.

The officers issued 14 citations and made about 100 contacts with divers.

The 14 citations were issued at various coves throughout the city but the majority were issued at Treasure Island. Most were issued for taking undersized lobsters.

Lobster season for sport divers and commercial fisherman will continue through mid-March.

Man injured in break-in

A man who removed a skylight to break into a property in the 2000 block of Laguna Canyon Road ended up breaking his shoulder and a kiln at the site, Sgt. Jason Kravetz said.

The man had been permitted to sleep at the location previously, but the owners of the business had asked him not to be there.

The incident was reported at 9:07 a.m. Tuesday.

Teens face drug charges

Two 17-year-olds and one 15-year-old, were taken into custody at 3:14 p.m. Oct. 2 after an officer smelled marijuana while investigating an illegally parked vehicle near Alta Laguna Park, Kravetz said.

Two were issued citations for possession of less than one ounce of marijuana. A third was arrested for a felony charge of possession of marijuana for sale.

Two of the youths are from San Clemente and one is from Oceanside. All were released to their parents.

Marijuana allegedly found on men at beach

A 20-year-old Corona del Mar man was arrested at 2:53 p.m. Oct. 3 on suspicion of possessing marijuana for sale in the 1200 block of Catalina Street, Kravetz said.

Thomas Blackman Cannon was skateboarding with another man near St. Ann’s beach when officers stopped them.

Cannon was alleged to have marijuana for sale in his possession; the other man was given a ticket for possession of less than one ounce of marijuana.

Speeding stop leads to no-bail arrest

A Laguna Beach man was held without bail after officers pulled him over for allegedly speeding at Catalina and Brooks streets at 12:34 p.m. Oct. 2, Kravetz said.

Norman David Russell, 45, initially gave police a fake name, Kravetz alleged, and was also driving on a suspended driver’s license. Russell faces DUI and drug possession charges in addition to false impersonation.

Man suspected of annoying children

A 36-year-old man was arrested on suspicion of child annoyance at 2:57 p.m. Saturday at Main Beach after complaints that he was acting strangely near the playground, Kravetz said.

Michael Cowan was arrested after three different people approached police officers, one reporting that the suspect had his hands down his pants, Kravetz said.

Other witnesses alleged Cowan was menacing and trying to play with the children.

Man jailed after threat complaints

A homeless man who allegedly threatened to burn and stab people at Main Beach at 11:06 a.m. Tuesday was arrested and taken to Orange County Jail, Kravetz said.

Matthew Lang is accused of randomly approaching two men at the beach and threatening their lives.

Lang was arrested on suspicion of making felony terrorist threats.
