Power to be out for 12 hours Tuesday

Southern California Edison is preparing a section of the Balboa Peninsula for underground utilities and plans to shut off electricity from E Street to the end of the peninsula between 2 a.m. and 2:30 p.m. Tuesday. Power may be turned off more than once during the stoppage.
