Split by the Cactus Curtain

The longtime rift between Lancaster and Palmdale is a mystery to many. The two cities are geographically isolated, demographically identical and economically similar. Some business leaders yearn for a city merger. Together, they would form the third-largest city in Los Angeles County and the 12th-largest in California. But the cities' mayors haven't shared a room for years. How could they share a government?
