Chumash land

A land-use application filed in Santa Barbara County by the Santa Ynez Band of Chumash Indians has turned into a twisting, tortured saga. According to the tribe, it's little more than paperwork. According to a group of agitated locals, it's an insidious land grab that would allow the Santa Ynez band to seize privately owned homes and water rights. For the record: An earlier version of this introduction said the land-use application was filed in San Bernardino County. It was filed in Santa Barbara County.
