What's this we hear about testing 'steaks' in school?

How I miss the great Gilda Radner from Saturday Night Live's classic era. Radner died way too early — in 1989 — of ovarian cancer. Curiously, one of her most memorable characters appears to have returned to this earthly plane to haunt state and federal education policy. I refer to Radner's character Emily Litella. Litella, a snippy older lady, appeared on SNL's "news" segment commenting on an issue that raised her ire. A favorite goes like this: Litella asks, "What's all this fuss I keep hearing about violins on television? Now, why don't parents want their children to see violins on television?"
