Democratic lawmakers Tuesday blocked a Republican proposal to audit the state superintendent of public instruction’s oversight of  the troubled Inglewood Unified School District. Financial and management problems led the state to take over the school district in 2012, giving State Supt. Tom Torlakson power to appoint administrators of the district and monitor its spending of a $55-million state loan. Senate Republican leader Bob Huff of Diamond Bar had sought a state audit because of heavy turnover in the administration of the district, questioned spending of the state loan and continuing financial problems for the district.
