Tijuana police stop ticketing U.S. drivers

Baja California is betting its future on the luxury residential towers sprouting up along its coast. Officials hope the building boom will extend Southern California’s prosperity south of the border. There’s just one problem: The five-mile highway potential California buyers take from the border to the Tijuana coast has long been known for its venal police, who pull foreign cars over in search of bribes — an experience that could well sour would-be investors.
