Acknowledging growing public anger over unchecked industrialization that has polluted the country’s skies, water and soil, the Chinese government has outlined plans to reduce the nation’s air pollution, which most days makes L.A.’s air look good by comparison. And like Southern California in the 1950s, China is open to even wacky ideas to solve its smog problem.
