In a major staff shake-up, Vice President George Bush on Thursday named a new press secretary and appointed five new assistants.

Bush, considered a likely candidate for the Republican presidential nomination in 1988, named Marlin M. Fitzwater, now a White House deputy press secretary, to succeed Peter Teeley as press secretary. Teeley opened a private consulting firm last month.

Frederick N. Khedouri, an associate director of the Office of Management and Budget, was appointed Bush’s deputy chief of staff and assistant for policy. He succeeds Steve Rhodes, the vice president’s domestic policy adviser, who said earlier this month that he was exploring other job possibilities.

Joan M. McEntee, an attorney and former staff director and general counsel of the Senate Government Affairs Committee, will join Bush’s staff as an assistant to the vice president and deputy to chief of staff Craig Fuller.

Jennifer A. Fitzgerald, Bush’s longtime aide and head of scheduling and appointments, was named an executive assistant and head of Bush’s legislative affairs office in the Senate. She will succeed Joe Hagin.

Also joining the staff are Thomas J. Collamore as deputy assistant and staff secretary to Bush, Andrea L. Fischer as deputy assistant for scheduling and David J. Ryder as deputy assistant for advance work.

C. Boyden Gray, Bush’s legal counsel and deputy chief of staff, changed titles and now will be counselor to the vice president. Donald P. Gregg remains as Bush’s adviser for national security affairs.
