France announced sweeping changes in its electoral system in a move likely to bolster President Francois Mitterrand’s chances of completing his seven-year term of office. The Cabinet agreed to replace the present winner-take-all constituency system with proportional representation. Legislation containing the new rules is to be submitted shortly to the National Assembly, where Mitterrand’s Socialist Party enjoys a comfortable majority. The new system is to be introduced in time for elections early in 1986.
