The Nicaraguan Health Ministry, saying the U.S. embargo on drug exports has endangered Nicaraguan lives, announced that it will refuse to pay $2 million it owes to American pharmaceutical companies. “The unjust decision threatens the lives of the Nicaraguan people,” Deputy Health Minister Pablo Coca said. The drug embargo is part of the broader trade embargo imposed on Nicaragua last week by President Reagan .
