A federal judge in Newark, N.J., ruled that municipalities, not just state and U.S. governments, may sue companies for damaging the environment under the federal Superfund hazardous waste cleanup law. U.S. District Judge Harold A. Ackerman denied a motion by Drew Chemical Corp. to throw out a suit filed against it by the town of Boonton, N.J., about 30 miles west of New York City. The suit seeks damages from Drew for allegedly polluting a dump.
