Philip R. Moncrief has been promoted to vice president of the 13-state Western area sales for Fluor Engineers Inc. Moncrief, 40, is a 15-year veteran of Fluor and had been general manager of marketing. He replaces Gordon Freeman, 62, who is retiring. Fluor Engineers is the largest division of Fluor Corp., an Irvine engineering, construction and natural resources company.
