The United States, Panama and Japan formally agreed to conduct a five-year study, costing $20 million, of alternatives to the Panama Canal. Plans to be considered are enlargement of the existing 73-year-old, 40-mile canal, construction of a parallel route or construction of pipelines and railroads to shuttle oil or cargo containers from one side of the isthmus to the other. Secretary of State George P. Shultz hailed the agreement, signed at the United Nations, as an example of U.S. support for economic growth in Central America.
