Simi Buys Time for Plan Update, Bans New Construction

The Simi Valley City Council has adopted a moratorium on certain construction projects in an attempt to slow growth until the city’s general plan can be completed.

The ordinance, approved this week, prohibits high-density residential construction in areas traditionally treated by the City Council as low-density, such as Kadota Fig, where many homeowners keep farm animals.

It also prohibits construction on hillsides with slopes of 10% or more and projects that city planners say would create traffic congestion.

The ordinance took effect immediately and expires in 45 days. The City Council then has the option of extending it for 10 1/2 months.

The moratorium is intended to give the council time to update the general plan--scheduled for completion in September, 1986--without having projects rushed through to get around any future limits, according to Pat Richards, urban planner for the city’s Community Development Department.
