Hybrid Components Inc. of Beverly, Mass., and three of its employees were charged in U.S. District Court in Boston with fraud in the manufacture and testing of semiconductors for military and high-technology uses, the Justice Department said. A separate 32-count grand jury indictment handed up in federal court in Boston named two individual defendants, John S. Upton, 47, of Hamilton, Mass., the chairman of HCI, and Jere T. Willis, 35, of Beverly, formerly a vice president of the firm. The two men were charged with mail fraud, interstate transportation of monies and securities in aid of fraud and racketeering. A separate indictment charged Daniel S. Duclow, 29, of Hamilton, an HCI employee, with perjury in connection with the alleged scheme.
