Covenant ‘Yes’
The Dec. 11 hearing before the Planning Commission was fascinating in the opportunity to watch the emergence of the power of one word--the covenant--among the commissioners. Yvonne Larsen was the first to use it, and others used it, too.
The Times report said “commissioners voted 5 to 1 to follow the pleas of environmentalists and park users.” But I would respectfully differ: the covenant, established in 1979, didn’t require pleas. It just said:
A Yes Vote on Proposition D is a Yes Vote for a better Balboa Park. Its passage would add 38.9 acres of prime-view parklands to Balboa Park, providing a much-needed expansion of recreational and picnic areas to serve our growing population.
We would expect the covenant would read just like that to the City Council, too.
