2 Groups Will Issue Amnesty Forms for Aliens, Claiming INS Is Too Slow

Union and community representatives, complaining that the Immigration and Naturalization Service is moving too slowly, announced Tuesday that they will help issue interim work permit forms for alien workers seeking amnesty under recent immigration laws.

Representatives of the 30,000-member United Food and Commercial Workers Local 770 and the Coalition for Humane Immigration Rights said they will begin distributing 50,000 of the forms, called “attestation declarations,” to local workers and employers.

Under a recent court agreement, aliens seeking employment may sign declarations that they believe they qualify for amnesty under the new immigration laws and intend to apply for it. The documents can then be retained by employers as legal protection against possible prosecution for hiring undocumented aliens.

The immigration service has agreed to distribute 500,000 of the forms.
